NZ VRF Controls Commissioning - Requirements and Responsibilities
This article summarises the requirements contained in the September 2025 New Zealand VRF Controls Commissioning Request Form.
- Minimum notice required for a commissioning date: 15 working days
- Cancellation notice required: At least 48 hours
- Completed installer section must be returned: 5 working days before site attendance
- Aborted controls commissioning charge: $1,500 per day, at Fujitsu General New Zealand Limited's discretion
- Fujitsu commissioning scope: VRF controls commissioning only
- Refrigeration commissioning and air balancing remain the installer's responsibility
Commissioning Request Information
The request form requires the following project and contact details to be completed before submission:
- Project name / number
- Fujitsu representative
- Installer and contact details
- Site name and address
- Building type
- Refrigeration contractor and contact details
- Electrical contractor and contact details
- Proposed commissioning date
Site Safety Requirements
The form asks the contractor to confirm any site-specific safety requirements, including:
- Site induction requirements, including time and location
- Hard hat requirements
- Safety vest requirements
- Long sleeve requirements
- Other required safety devices
- Whether a Safe Work Method Statement (SWMS) is required
- Any other site requests
Scope of Fujitsu Controls Commissioning
The document specifically states that attendance by Fujitsu General New Zealand Limited is for controls commissioning only.
- Commissioning of the refrigeration system remains the installer's responsibility.
- Air balancing remains the installer's responsibility.
- Systems commissioned without a Fujitsu technician present may be subject to warranty rejection where problems are determined to have resulted from poor commissioning practices, unless otherwise agreed in writing.
Installer - Work Required Before Site Attendance

| Power has been applied to sump heaters for at least 12 hours. |
| All liquid-line lengths and pipe sizes have been recorded and are available to the Fujitsu technician onsite. |
| Safe and reasonable access is available to all indoor units, outdoor units, RB units and EV kits. |
Additional Indoor Functions to Confirm
- Auto Restart
- Commercial Fan Mode - fans run during the off cycle in heating, not Auto
- Memory Backup on wired remote controllers
- Indoor fan static pressure - required static pressure must be advised for relevant indoor units

Installer Responsibilities
- Ensure the installation is correct.
- Ensure all ductwork is correct.
- Set the correct static pressure for all indoor units.
- Provide commissioning data to the customer, builder or consultant.
- Ensure the correct voltage is supplied to all units.
- Calculate and weigh in the correct additional refrigerant charge using digital refrigerant scales.
- Provide compliant access to all equipment.
- Provide digital refrigerant scales, digital vacuum gauge, ladders, extension leads and RCD-protected power boards.
- Train the customer on the use of all controls.
Fujitsu Commissioning Technician Responsibilities
- Address all units based on the project design and VRF series.
- Addressing may be completed by Auto function, remote controller or rotary switches, depending on the series.
- Set function settings based on project and installer requirements.
- Function settings may be completed via remote controller or DIP switches, depending on the series.
- Record all models and serial numbers for Fujitsu records.
- Check the vacuum and calculate additional refrigerant charge based on figures supplied by the installer.
- The installer weighs the additional charge into the system using electronic refrigerant scales.
- Set all addresses and function settings.
- Commission all Fujitsu controls.
- Check voltage to confirm correct single-phase and three-phase supply.
- Use the Service Tool to confirm addresses and operate the system in cooling and heating.
- Provide a warranty commencement handover letter.
Aborted Commissioning Charge

Sign-Off
The document must be completed and signed by the contractor, a Fujitsu representative and the Fujitsu General New Zealand Limited Business Manager. The final form also includes fields for warranty period, parts and labour.
